Method

  1. Preheat the oven to 350°F (175°C).
  2. In a 2-quart saucepan, combine 1 cup of water with the black-eyed peas and bring to a full boil for five minutes.
  3. While the peas are boiling, peel and chop the onion, then wash and drain the basmati rice.
  4. In a separate saucepan, bring 16 oz. of water to a boil with the vegetable bouillon cube to create stock.
  5. Drain the black-eyed peas and transfer them to a bowl.
  6. Add the cooking oil to the saucepan that held the black-eyed peas and set the range to medium heat.
  7. Add the chopped onion to the oil and cook until soft.
  8. Once the onions are soft, add the salt, ground cloves, ground cinnamon, ground cumin, and crushed cardamom. Stir frequently for about 3 minutes until fragrant.
  9. Add the minced garlic and stir for another 3 minutes.
  10. Add the black-eyed peas to the saucepan and mix well with the spices.
  11. Add the washed rice and the prepared vegetable stock from the bouillon cube.
  12. Turn the heat up to high until the mixture boils, then reduce it to medium-low.
  13. Stir gently until most of the water is absorbed. Add the raisins (if using) and stir.
  14. Transfer the mixture to a covered oven-safe dish (like Corningware). Cover the dish tightly with aluminum foil, then place the lid on top.
  15. Cook in the preheated oven for 45 minutes at 350°F (175°C).

Notes:

This recipe suggests serving with Kachumbari on the side. The author prefers using Corningware and sealing the dish with aluminum foil before putting the lid on for a tight seal during baking.
