A su regreso a España tras vivir y trabajar en Canadá durante muchos años, fundó la Asociación Vegana Española (AVE) e introdujo la palabra "vegano" en el idioma español. Dominando con soltura media docena de idiomas, Francisco asistió a su primer congreso de IVU en 1979, en Loughborough (Reino Unido), y desde entonces ha participado habitualmente como orador en congresos regionales y mundiales. Miembro del Consejo desde 1986, ocupó el cargo de Secretario General en 1996. Entre 1996 y 1999 editó dos revistas: IVU News (en inglés) y Veganismo (en español). Sus artículos han sido traducidos a muchos otros idiomas. En 1993 Francisco organizó sin la ayuda de nadie el VII Festival Vegano Internacional, celebrado en Tossa de Mar - la primera ciudad de España que se declaró anti-taurina. Como Secretario General de IVU, emprendió la labor de organizar el 33º Congreso Mundial, celebrado en Tailandia en 1999, el primero en el que se exigió que toda la comida estuviera enteramente libre de productos de origen animal, un requisito que posteriormente se ha incluido en las normas de la IVU. Al año siguiente, renunció del Consejo Internacional para concentrarse en la veganización del mundo hispanoparlante y fue nombrado Decano honorífico de IVU en reconocimiento de sus servicios por el movimiento. Un incansable activista contra las fiestas taurinas y cualquier otra forma de crueldad e injusticia, Francisco es una figura conocida tanto en la televisión española como en la prensa y la radio.
