La virtual duplicación del número de especies no protegidas y el periodo durante el cual las aves pueden ser cazadas ha provocado que enormes cantidades de aves sean matadas justo antes de la temporada de reproducción de modo que las poblaciones no pueden aumentar en número. Mientras que las severas regulaciones de 1993 permitían 203 días de caza al año, las nuevas correcciones permiten un increíble periodo de 356 días, cuyo resultado es una carnicería todo el año y un peligro considerable para el censo de las especies.
